Bill has a broad base of experience as facilities manager, general contractor, inspector, housing rehabilitation specialist, plan reviewer, building official, author, and code instructor. In 

9 addition to his regular duties which involve the day-to-day application of the building and fire codes, Bill has had the privilege of working on ICC energy code training, starting with the 2003 edition, as curriculum developer, subject matter expert, technical reviewer, and instructor. As an instructor, Bill has had the opportunity to teach both in the United States and internationally on a wide variety of topics that include Energy/Sustainability, IRC/IBC Updates, Property Maintenance, Mixed Use, Special Use and Occupancy, Inspection of Fire Resistance Rated Assemblies, and Disaster Response. Bill is the author of the IECC portion of Significant Changes to the International Energy Conservation Code and ANSI/ASHRAE/IES Standard 90.1, 2012 Edition, and co-author of 2018 Energy Code Essentials. In addition, Bill is a past president of Suburban Building Officials Conference (SBOC)-his local ICC chapter, and state of California certified Safety Assessor. Bill currently serves on four U.L. Standards Technical Panels, and the 2021 IFC Chapter 31 working group. Bill has also served as a FEMA habitability inspector/field supervisor, a resource consultant on environmental issues and participated in the development and implementation of community emergency/disaster plans
